Government announces greenhouse gas emission intensity targets for aluminium, cement, chlor-alkli and paper

The Ministry of Environment, Forests and Climate Change (MOEFCC) has announced intensity of greenhouse gas emission, specific for individual companies, in four sectors-aluminum, cement, chlor-alcali and paper.

The objectives cover 13 aluminum producers (such as Vedanta and Hindalco), 186 cement, 30 chlor-alcali and 53 paper companies.

The detailed objectives are by 2025-26 and 2026-27; The intensity of emission of base greenhouse gases has been set based on the production of each company in 2023-24.

For example, for Vedanta (which turns out to be the first company on the list), production in 2023-24 was 12.38,336 tons of aluminum; The baseline emission intensity has been resolved at 13,4927. Vedanta will have to reduce it to 13,2260 and 12,8259 in 2025-26 and 2026-27, respectively.

In accordance with the ‘Rules of intensity of emission of greenhouse gases, 2025’, all these companies, called ‘bond entities’, will meet the emission intensity objectives set for them.

If an obligatory entity is attacked, it will have carbon credits that it can sell in the market; If you do not meet the objectives, you can still meet the rules by buying carbon loans.

“For the first time, we have a domestic framework that quantifies emissions between the sectors that matter,” he says. “It is not about sanctions, it is clarity, credibility and a market signal that a long time ago. It shows that the government is serious and seeks to take advantage of the best of international carbon markets, whether compliance or voluntary,” says Dabkara.
