In the “real -time” Friday transmission of HBO, host Bill Maher said that one of the reasons why China has control over the world market of rare earth minerals is because zoning and environmental laws have made it difficult for the United States to extract due to rare earth minerals.

Maher added that China can build rare earth mines “as in a week, instead of 29 years, due to zoning and environmental reviews and all this shit.”
